The drag-and-drop function is very sensitive and making sure the drop area is enabled before actually dropping the element, is crucial.
Once the element is selected, the available drop areas for the element will show. If a dotted area isn't enabled, then the area won't be able to receive the element. This area will usually be found at the top of the container/column/row or in between other elements where it will be dropped:
