We currently don’t have a way to exclude IP addresses as a site-wide option, this is because blocking IP addresses goes against GDPR.
As a workaround, it's possible to use the campaign’s targeting conditions to exclude an identified contact’s IP address.
Start by going to the campaign’s “Launch” page and use the condition “If contact field value does NOT contain” in the AND condition group. Then, select “IP address” from the field options and add the IP address in the value field:
